Use EMPOWER-X

Find, order and use energy data and services — or publish your own offer and decide who may use it, and on what terms.

For consumers

Find and use data in three steps

1

Find

Search the data and service catalogues in the portal. Each offer shows its licence, access level, data model and known limitations.

2

Order

Ordering is acceptance of the offer’s licence and policy. The order is recorded on the ledger with a transaction identifier.

3

Use

The provider node checks the order and the policy, then grants access: a download, a service call or a compute-to-data job.

No separate negotiationInside EMPOWER-X the terms are fixed in the offer and accepted with the order. Results of compute-to-data jobs belong to you unless the licence says otherwise.
Pilot phaseOrders currently settle on a test network using test tokens, so no real-money transactions take place. A move to production is announced at least 30 days ahead.
Access control

Four access levels

Each offer has exactly one access level, set by the data holder. An offer may only be labelled Participants or Restricted if the provider node actually enforces it.

Participants

Holders of a valid EMPOWER-X membership credential

Credential check by the provider node

Named participants or roles chosen by the data holder

Compute-to-data only

Compute-to-data

Use sensitive data without ever seeing the raw data

Approved algorithms run where the data is held, and only the results are returned. It is how EMPOWER-X enforces usage conditions technically.

  • Each compute-to-data offer lists the algorithms approved to run on it.
  • Jobs have no outbound internet access, unless the data holder approved it and the offer says so.
  • Results must not allow re-identification or reconstruction of the raw data.
  • Household-level data is aggregated to at least 10 households, unless people consented otherwise.

Publish an offer

Get the licence approved

Every offer carries a licence the data holder approved in writing. Prefer a standard one — CC BY 4.0, CC0, ODbL — or the EMPOWER-X standard data licence template.

Pass the checklist

Twelve points, most of them checked automatically against your offer’s DCAT-AP metadata at publication.

Operator review

The operator reviews new offers within 5 working days and may hide offers that do not comply until they are fixed.

The 12-point publication checklist

What the validator says

Fix it before anyone else sees it

At publication, your offer’s metadata is checked against the EMPOWER-X offer profile (SHACL). This is what a provider gets back for the published bad example:

offer.bad-example.ttl11 issues
✕1Every offer has a title.
✕1Every offer has a real description (at least 40 characters).
✕2The provider is named (publisher).
✕2The data holder is named.
✕3–4An approved licence has a public https link; otherwise the status is ‘Licence pending’.
✕6The personal-data flag is set (true or false).
✕7Compute-to-data offers list approved algorithms and state outbound network access.
✕8Endpoints point to the production node (https://node.empower-x.io/).
✕10The data model and version are stated (conformsTo).
✕11The update frequency is stated.
✕11Known limitations are stated (write ‘None known’ if there are none).
