# EMPOWER-X

> EMPOWER-X is a federated energy data space and Gaia-X Lighthouse Ecosystem for municipalities, energy communities, operators and technology providers. Its Rulebook v1.0 (draft) is published as web pages (binding) and as machine-readable files: credential schemas, ODRL 2.2 policy templates, a SHACL offer profile, a vocabulary and approved data models.

The web pages prevail if a file differs from them. Values written as {{...}} are drafts. Files marked Members (conformance tests, implementation status) are not public.
