Common questions
1Who can join EMPOWER-X?
Any legal person established in the EU/EEA (others by Governance Board decision) with a verifiable identity, a valid Gaia-X participant credential, and activity related to energy data. Admission is decided on published criteria only.
Read R1.42Does it cost anything?
No, not during the pilot phase. Fees only apply once the General Assembly adopts a fee schedule and publishes it at least 60 days in advance, and never retroactively. Providers set their own prices, including free.
Read R2.33Who can see and use my data?
You decide. Each offer has exactly one access level — Open, Participants, Restricted or Compute-to-data only — set by the data holder and enforced by the provider node.
Read R5.24Can someone copy my raw data?
Not with a compute-to-data offer: approved algorithms run where the data is held and only results are returned. Jobs have no outbound internet access unless you approve it, and results must not allow re-identification.
Read R5.35What licence do I need to publish an offer?
A licence the data holder approved in writing, reachable publicly over https. A privacy policy is not a licence. Standard licences such as CC BY 4.0, CC0 or ODbL are preferred. Until approved, the offer shows “Licence pending”.
Read R3.46What about personal and household data?
Offers that contain or derive from personal data carry a personal-data flag, and the data holder must hold a lawful basis. Household data leaves its holder only aggregated (at least 10 households) unless people have consented. Consent can be withdrawn, and sharing stops within 72 hours.
Read R5.47Are payments real?
Not yet. Orders settle on a test network using test tokens, so no real-money transactions take place and prices are indicative. The move to production is announced at least 30 days in advance.
Read R5.58How do I leave, and what happens to data I received?
Give 30 days’ written notice. Your offers are unpublished and your membership credential is revoked. Data received under a licence that requires deletion on exit is deleted, confirmed in writing within 30 days.
Read R1.49Something went wrong. Who do I contact?
Use the support channel: first response within 2 working days, within 4 working hours for incidents blocking production. Report security incidents within 24 hours.
Read R1.710How do the rules change, and can I object?
Anyone can ask for a change. Minor changes are decided by the Governance Board; major ones go to a 30-day consultation and then the General Assembly. If you do not accept a major change, you may leave without penalty.
